In the analysis <br />presented in the Addendum, the ]0,000 AF of conservation measures releases were <br />distributed with 5,000 AF occurring in August and 5,000 AF in September. <br />This FSES combines the Draft Supplemental Environmental Statement analyses <br />and the comments concerning the DSES received from federal, state, and local <br />agencies and citizens with the analyses presented in the Addendum and the <br />comments received concerning it. <br />The chronology of the Environmental Statement and accompanying publ ications <br />by Reclamation and its contractors are shown in Figure ].2. <br /> <br />].2 ProDosed Action <br />This FSES addresses the effects of a proposed water marketing program to <br />provide water from Ruedi Reservoir for industrial and municipal uses. <br />Reclamation proposes to make up to 5],500 AF of water available for sale from <br />Ruedi Reservoir. Reclamation proposes to enter into long-term (20 to 40 years) <br />contracts for water service to prospective purchasers. All individual contracts <br />issued under this program will require site-specific environmental impact <br />analysis (NEPA documentation). The anticipated contracts will have both standby <br />and delivery charges in anticipation that some purchasers will use the water <br />following its sale while others may not use theirs until some time in the future. <br /> <br />1.3 PurDose and Need <br />Reclamation is planning a second round of water sales from Ruedi Reservoir <br />based on requests for such sales from municipal and industrial interests (Table <br />1.1 and Appendix A). Sales of water from Ruedi Reservoir meet several objectives <br />of the Operating Principles (OP) for the Fryingpan-Arkansas Project (House <br />Document No. 130). The primary purpose of Ruedi Reservoir is to furnish water <br />required for the protection of western Colorado water users, including present <br />water rights and prospective uses of water (paragraph 7, OP). Receipts from the <br />sale of water from Ruedi Reservoir are appl ied to pay for operation and <br />maintenance costs and to reimburse construction costs in excess of $7.6 million <br />(paragraph 3, OP). <br />Public recreation on Ruedi Reservoir and the Fryingpan River are also <br />recognized under the OP for the Fryingpan-Arkansas Project.
