<br />SYSTEM PLANNING AND CONTROL

<br />The system is operated for irrigation, municipal and industrial water supply,
<br />hydroelectric power production, flood control, recreation, fish and wildlife pres-
<br />ervation, pollution control, and other purposes. Each project of the system must
<br />be operated in accordance with the purposes for which it was authorized and con-
<br />structed. The objective of centralized coordinated system operation is to obtain
<br />optimum benefits consistent with the operational limitations of individual projects.

<br />The integrated operation of the system is planned and coordinated by the Water
<br />Scheduling Division, Loveland, Colo. This organization collects and analyzes
<br />daily information and makes the decisions necessary for successful operation of
<br />the system. This is a continuous water management function involving coordina-
<br />tion among Regions 4, 6, and 7. In case of flood control operation at Glendo or
<br />Boysen Reservoirs, the operation is directed by the Corps of Engineers, Omaha,
<br />Nebr.

<br />Experience has proven that in an extensive multiple-purpose system proper utili-
<br />zation ofthe available water resource can be achieved only through careful budgeting
<br />of anticipat~d water supply against anticipated water demand. The technical end
<br />product of this budgeting process is an "Annual QJerating Plan". The system is
<br />operated on. an annual water year (WY) which runs from October through September.
<br />The operating plan for the system is prepared in Octoher of each year following
<br />the annual Criteria Review Meeting.

<br />QJerating plans are prepared for reasonable maximum and reasonable minimum
<br />conditions of water supply and requirements, as well as for the most probable
<br />condition. The system is operated in accordance with a plan of action to best
<br />utilize the most probable water supply without jeopardizing operational position
<br />in the event of either reasonable maximum or reasonable minimum. water supply
<br />conditions. The plan is restudied from time to time throughout the year whenever
<br />new information or changing conditions indicate this is desirable. Flexibility is
<br />a keynote of the plan. Electronic Data Processing Methods are utilized in plan
<br />development.
