REPORT ON OPERATIONS FOR 1971

Green Mountain Reservoir

At the beginning of Water Year 1971 storage in Green Mountain Reservoir was
142,000 acre-feet which was above normal. Precipitation above the reservoir
was normal or better'until early June and generally much below normal there-
after until September during which it was normal.

The snowpack above the reservoir was about 120 percent of average by April l.
Temperatures during the snowmelt season were generally below normal until
mid-June and above normal thereafter. Continued hot weather during the latter
part of June produced a sustained period of peak inflow. Snowmelt runoff above
the reservoir was 311,000 acre-feet which was 126 percent of average. Inflow
was generally normal or better throughout the year except during May and early
June.

(~~~>

With good runoff throughout the area, the flow of the Colorado River at Dotsero
was above 1,250 c. f. s. from late in March until late in September. Releases
from Green Mountain Reservoir for replacement, power production, river regu-
lation, and reservoir regulation lowered the reservoir to a minimum seasonal
content of 56,000 acre-feet by early May. . Considering release in excess of down-
stream requirements, the theoretical fill of the reservoir was achieved by the
middle of June. About 50,000 acre-feet of water was stored thereafter to fill the
reservoir to near capacity early in July. A small amount of controlled spill was
made early inJulyto preserve a margin of safety on the river system considering
that Dillon Reservoir was full and spilling.

The cities of Denver and Colorado Springs withheld a total.of 8,500 and 13,000
acre-feet of Blue River water, respectively, during the runoff season. With good
flow on the Colorado River, there was no requirement for replacement release
until late in September. There was no call for supplemental release from Green
Mountain Reservoir for irrigation use in western Colorado. Total water-year
inflow above Green Mountain Reservoir was 418,000 acre-feet which was 120 per-
cent of average. Carryover storage in Green Mountain Reservoir at the end of
the year, 142,000 acre-feet, was above normal.
