May 13-14, 1996, Board Meeting-- <br />Colorado River Basin Salinity Control Program, <br />Review of Recent Legislation <br /> <br />Introduction: <br /> <br />The Colorado River Basin Salinity Conlrol Program (CRBSCP) was originally created by federal <br />legislation in 1974 (p.L. 93-320, "The Colorado River Basin Salinily Control Act" ). The program <br />was modified by amendments in 1984 (p.L. 98- 569). The CRBSCP is a cooperative program of <br />federal and slate agencies and local water users 10 control salinily levels in lhe Lower Basin of the <br />Colorado River. Salinity conlrol is achieved primarily lhrough construction of facililies for <br />improved methods of irrigalion water delivery and use in the Upper basin by lhe US Bureau of <br />Reclamation (Reclamation) and lhe US Department of Agricullure (USDA). Significant amounts <br />ofCRBSCP construclion have occurred during !he lasl two decades in Colorado. The Program was <br />recenlly modified by two new pieces of legislalion that will cause major changes in program <br />operation. This memo will highlighl!he most importanl of !hose changes for Colorado based on our <br />current, bul slill evolving, understandings of lhe legislation. <br />
