<br />The writer has received encouragement from many friends
<br />to record the history of conservation of natural resources in the
<br />area known as the Missouri River Valley. One comment that
<br />came from an eminent soil conservationist was not only encour-
<br />agement 'but included keen advice. Among other things he
<br />instructed, "Start at the left side of each line and write towards
<br />the right." At first thought this advice was interpreted to mean'
<br />the same as that given by other friends, all of whom advised
<br />that we write from the very definite, if limited, viewpoint of
<br />forty years of fann ranching in the area, including ten years
<br />intensive work in the fann program.

<br />Still puzzled by this terse advice, a friendly criticism was
<br />recalled that during the development of the farm program, the
<br />writer was inclined to be impatient and perhaps argumentative,
<br />Every subject has its extreme left and its extreme right view-
<br />point. Obviously we are cautioned to write between these two
<br />extremes,

<br />The area under discussion is more than eleven times the
<br />size of the state of Pennsylvania, and as a conservation projeCt
<br />it is thirteen times the area of the T. V, A, development. There
<br />are many different viewpoints and interests among the many
<br />federal, state, local and private associations and agencies, in-
<br />cluding navigation, wild life preserves, irrigation, land sale pro-
