<br />1O)ftz~S <br /> <br />(1) liThe Corps of Engineers ?hould have the responsibility for determining <br />main stem reservoir capacities and capacities of tributary reservoirs for flood <br />control and navigation. <br /> <br />!, <br /> <br />(2) liThe Bureau of Reclamation should have the responsibility for determin- <br />ing the reservoir capacities on the main stem and tributaries of the Missouri River <br />for irrigation, the probable extent of future irrigation and the amount of stream <br />depletion due to irrigation development. <br /> <br />{3} "Both agencies recognize the importance of the fullest development of the <br />potential hydroelectric power in the basin consistent with the other beneficial uses <br />of water. 11 <br /> <br />By passage of the Flood Control Act of 1944 (R-ublie-Law...fLl4. 78th Cong., 2d <br />sess.), Congress approved the comprehensive report, authorized the construction of <br />the initial stages of the Missouri River basin plan, and directed that this work be pros- <br />ecuted by the War Department and the Department of the Interior. The act combines <br />the two plans prepared by the Army Engineers and the Bureau of Reclamation into one <br />comprehensive plan for the development of the Missouri River basin. <br /> <br />The Flood Control Act of 1944 authorized the sum of $200,000,000 to be <br />appropriated for the partial accomplishment of the work to be undertaken by the Secre- <br />tary of the Interior and authorized a like amount to be appropriated in addition to pre- <br />vious authorizations for the partial accomplishment of the work to be undertaken by the <br />Corps of Engineers. The act also established a priority for the uses of water that <br />would place all other purposes ahead of navigation in those states located wholly, or in <br />part, west of the 98th meridian. <br /> <br />On July 24, 1946, Congress authorized (by Public Law 526, 79th Cong, , 2d <br />sess.) the sum of $150, 000,000 to be appropriated for the prosecution of the compre- <br />hensive plan adopted by section 9(a) of the Flood Control Act of 1944, for continuing the <br />work in the Missouri River basin undertaken under said plan by the Secretary of the <br />Interior. A like amount was authorized in addition to previous authorizations to be ap- <br />propriated for the prosecution of the comprehensive plan by the Corps of Engineers. <br /> <br />On July 31. 1947, Congress authorized $800, 000 supplemental funds to begin <br />construction on Bonny Dam. the major feature of the St. Francis unit (Public Law 299, <br />80th Cong, , 1st sess,), <br /> <br />The following year, on June 29, 1948, Congress authorized an additional <br />$54,786,650 to continue development of the Missouri River basin (Public Law 841, 80th <br />Cong., 2d sess.); of this amount $1, 700, 000 was made available for the St. Francis <br />unit. <br /> <br />'" <br /> <br />9 <br />
