<br />~ <br /> <br />Mexico. got usable water, real disaster would strike the Colarado River Basin. <br /> <br />Senator Downey attempted to. shaw that if the return flow figures used by the <br /> <br />proponent witnesses were correct, the Mexican treaty was a farce because the <br /> <br />water would be unusable. (See pp. 1137-39). <br /> <br />6. During Senator Downey's examination of Judge Wilsan, above <br /> <br />mentioned, Senator Wiley entered into the discus sian again along the line <br /> <br />that he had taken with !vir. Giles af Utah, recorded ab()ve. This is really <br /> <br />not strictly appositian testimany, however, it does serve as background <br /> <br />explanatian of the quality question. This particular discus sian begins on <br /> <br />page 1589 of the Hearings and is as follows: <br /> <br />"Senator WILEY. I think you have missed the point. If <br />we are bound under this contract to give Mexico. 1 ,500,000 acre- <br />feet of the same quality water we are now giving her, and if in <br />the future the flaw of that stream becames mare saline than it <br />is now, we will have to put in more water than the 1,500,000 <br />acre-feet, to. reduce what goes to Mexico to. the present quality <br />af water. <br />"The CHAIRMAN. Let me say right there that I tharaughly <br />agree with the witness that the language af the treaty is as <br />pia ina s-w€-ca n .ma k e-i t-in-the-E ngli sh-language.. -I.t-sa y s-IT5 0 0.,,0 0 0 <br />acre-feet af water. It dae s nat undertake to determine the <br />quality or salinity or anything else. <br />"Senatar HATCH. It goes further than that. <br />"Senator WILEY. We have been talking abaut equities; we <br />have been talking about fair dealing-- <br />"The CHAIRMAN. We are undertaking to settle those equities <br />in a treaty. <br />"Senator WILEY. We are talking about equity and fair dealing. <br />I think there is a point in the statement that the negatiators, if <br />they will testify that they had a clear understanding that it was <br />simply to. be water, no matter what kind, instead af defining <br />the quality of the water. we could have had a great deal af <br />testimony on what that means. It makes fair soil arid; it makes <br />deserts aut af gaod land, if it is too salty. If that civilization <br />is built up dawn there through USing gaad water, and then they <br /> <br />B 28 <br />
