'Ihelr 0p- <br />poSition helped kiU the legislatioo. <br /> <br />Interim commiltee chairwoman, State <br />Rep. Betty Ann Dittemore. R-Englewood, <br />said the grotJp divided the new legislation <br />into five Separate bills SO that strong op- <br />position developing against one or two <br />portions won't necessarily doom the entire <br />package. <br /> <br />"We designed them Individually so each <br />cOuld stand alone if need be," she said_ <br />"We tried to strengthen local government <br />and slill give some state input." <br /> <br />Probably Ule most COntroversial propos- <br />al calls for f'stabJishment of a Slate Board <br /> <br />of Land Appeals. It would have less powel <br />. than the strong state commission pro <br />posed by the derunct S8 371, but slit <br />would hear appeals of some local-govern- <br />ment dceisions involving designated arel <br />and activities of state concern. <br />The state board also would reronrili <br />disputes between local and regiooaJ <br />agencies.
