Ii am in Heber, UT. For more information on the Working Group, contact Ed Vidmar at
801-379-1000.

ASPINALL - August unregulated inflow into Blue Mesa was 113,000 acre-feet or 170 percent of
average. The August forecasted inflow was for 90,000 acre-feet. An extra 23,000 acre-feet of runoff
resulted primarily from continued heavy thunderstorm activity during the month. The precipitation
for July was 185 percent of average, and for August it was 175 percent of average. This unexpected
storm activity during the summer months has resulted in very high lake elevations for Blue Mesa this
Summer.

The present inflow rate into Blue Mesa Reservoir is about 1,300 cfs and reservoir releases are
averaging about 1,800 cfs. Blue Mesa's current elevation is 7515.4 feet which corresponds to a
storage content of about 794,000 acre-feet.

Releases from Crystal Dam are currently 2,500 cfs. The Gunnison Tunnel is diverting 750 cfs from
the river, leaving the flow in the Black Canyon of the Gunnison at aboUlI,750 cfs. Releases at
Crystal Darn will remain at this level until the week of September 19, when we will reduce releases
down to a level of 600 cfs in the river below the tunnel. This is a special flow requested by the State
of Colorado's Fish and Game, which is needed for their annual fish survey. During this sarne time, .
Reclamation has scheduled maintenance work on the penstocks at Crystal. The reservoir is currently
being drawn down to elevation 6700.5 feet to perform trash rack cleaning. After this work is done
we will resume maximum powerplant releases from Crystal of about 1,800 cfs. This will produce
canyon flows in the range of 1100 to 1200 cfs in the Black Canyon.

The "Aspinall Unit Working Group" meeting was held on August 19, 1999 at 12:30 pm at Blue
Mesa Reservoir's Elk Creek Visitors Center. At this meeting, review of last Spring's operations, and
plans for late Summer and Fall operations were discussed, These meetings are open forum
discussions on the Aspinall Unit reservoir operations with many interested groups participating.
Anyone needing further information about these meetings should contact Ed Warner in the Grand
Junction Area Office at (970) 248-0654.

NA VAJO - August unregulated inflow into Navajo shattered the old record of 115,000 acre-feet set
back in August of 1968 by double, or 230,000 acre-feet. Precipitation for August was 190 percent of
normal and July was 185 percent. This is only the latest of a string of abnormally high precipitation
months. Every month has been much above normal for precipitation since the month of April this
year. Combine this unexpected precipitation with the reservoir operation pattern that was set in the
early Spring for conservation of reservoir storage, resulted in Navajo Reservoir reaching elevation
6082.83 feet on August 12. 1999.

Reservoir releases were increased to control the lake elevation raise and to keep the reservoir from
spilling. Releases were increased from 600 to 1200 cfs on August 6, again on August 10, from 1200
to 2600 cfs, on August 12, from 2600 to 3800 cfs, and again on August 24, from 3800 to 4400 cfs.
These increases in release rates were to reduce the reservoir water level back down to elevation
6080,0 feet. The current elevation is 6079.56 feet and dropping. We plan to reduce the reservoir
release rate back down to 3,000 cfs on Monday, September 13. 1999. This level of release will be
