<br />001309 <br /> <br />GLOSSARY OF WATER MANAGEMENT TERMS <br /> <br />FIRM POWER--Power intended to have assured availability to the customer <br />to meet all or any agreed upon portion of his load requirements. <br /> <br />FIRM YIELD--The minimum supply of a given water development that is avail- <br />able on demand, with the understanding that lower yields will occur in <br />accordance with a predetermined schedule. <br /> <br />FLOOD--An overflow on lands not normally covered by water and that are <br />used or usable by man. <br /> <br />FLOOD CONTROL--The elimination or reduction of flood losses by the con- <br />struction of flood storage reservoirs, channel improvements, dikes and <br />levees, by-pass channels, or by other engineering works, or by <br />vegetative changes. <br /> <br />FLOOD CONTROL CAPACITY--That part of the gross reservoir capacity which, <br />at the time under consideration, is reserved for the temporary storage <br />of flood waters. It can vary from zero to the entire capacity , <br />(exclusive of dead storage) according to a predetermined schedule <br />based upon such parameters as antecedent precipitation, reservoir <br />inflow, or snowpack. <br /> <br />FLOOD I:lIlMAGES--All economic losses reElulting from a flood. <br /> <br />FLOOD FREQUErfCY--The average interval of time between floods equal to or <br />greater than a specified diSCharge or stage. It is generally expreElsed <br />in years. Also see EXCEEDANCE IN.l'ERVAL. <br /> <br />FLOOD-HAZARD AREA--A flood-prone area where a real or potential possibil- <br />ity exists for flood damages due to existing or potential development. <br /> <br />FLOOD HYDROGRAPH--A graph or curve representing stage or discharge at a <br />particular point on a stream, plotted against time during a flood. <br /> <br />FLOOD PLAIN--land bordering a stream and which receives overbank flow. <br /> <br />FLOOD-PLAIN MANAGEMENT--Planning and implementation of measures to pro- <br />vide the best utilization of the land and water resources in a <br />flood: piLa1n area. <br /> <br />FLOOD-PLAIN REGULATIONS--A general tem applied to the full range of <br />codes, ordinances, and other regulations relating to the use of land <br />and water, and construction within the channel and flood-plain areas. <br /> <br />FLOOD-PLAIN ZONING--The division of a flood plain (usually by local <br />ordinances) into areas restricted by law to a specific use or uses <br />such as for homes, parks, businesses, agriCUlture, or industry. <br /> <br />FLOOD PLANE--The pOSition occupied by the water surface of a stream <br />during a p$rticular flood.
