<br />001368 <br /> <br />GLOSSARY OF WATER MANAGEMENT TERM:; <br /> <br />ECOLOOICAL IMPACT--The total effect of a change (either natural or manmade) <br />in an environment upon the ecology of the area. <br /> <br />l-E <br /> <br />ECONOMIC BASE STUDY--A study which evaluates the econC!llic structure of the <br />region to provide economic projections necessary for the appraisal of <br />fUture water resource needs. <br /> <br />ECONOMIC EFFIClENCY--The situation in which productive resources are so <br />allocated among alternative uses that any reshuffling from the pattern <br />cannot :lm.prove any individual's position and still leave all other <br />individuals as well off as before. <br /> <br />ECONOMIC JUSTIFICATION--A condition existing when as a nrln:lm.UIn; the est:illlated <br />total economic benefits exceed the total economic costs and, in addition, <br />each project puxpose provides benefits at least equal to its separable <br />cost. <br /> <br />ECONOMIC LIFE--That period of time, estimated by economic, technical, and <br />social factors, after which the costs of continuing the project will <br />exceed the benefits to be expected from continuation of the project. <br /> <br />ENCROACHMENT (FLOOD PIAJ1l)--Development and growth in the flood plain that <br />constitutes an :lm.pairment to the flood flows or creates a flood.- <br />damage potential. :Encroachment includes, but is not limited to, buildings, <br />streets, structures, and plant growth resulting from changes in land <br />use patterns. <br /> <br />ENHANCEMENT--A condition resulting frC!ll the development of a project <br />such that the value of a natural resource is greater than that which <br />existed under preproject conditions. <br /> <br />EPHEMERAL STREAMS--Streams that flow on;I;y in direct response to precipitation. <br />Its channel is above the level of the water table. <br /> <br />EPILIMNION--The upper layer, in a body of water having the:nnal stratifi- <br />cation, that extend6 fran the surface to the thermocline and has <br />near;I;y uniform temperature. <br /> <br />~UIVALENT DAMAGES --See AVERAGE ANNUAL EQUIVALENT DAMAG}!:S. <br /> <br />EROSION COm'ROL--The application Of' necessary measures to minimize soil <br />erosion by artificial structures or vegetative 'mani:puJ..ation. <br /> <br />EUTROP!:lICATION--The process of overfertilizati:on of a body of water by <br />nutrients which produce more organic matter than the self-purification <br />processes can overcame. <br /> <br />
