<br />\".1' <br />to <br />q <br />"I <br /> <br />i..-) <br /> <br />\"".' <br /> <br />Preface <br /> <br />Standing Operating Procedures (SOP's) for Water and Power Resources <br /> <br />Service (Water and Power) dams and reservoirs are prepared to establish, <br /> <br />in one primary controlled document (with associated supporting documents), <br /> <br />the complete, accurate, and current structure-oriented operating instruc- <br /> <br />tions for each dam and reservoir and its related structures. The pur- <br /> <br />pose of SOP's is to insure adherence to approved operating procedures <br /> <br />over long periods of time and during changes in operating personnel. <br /> <br />The instructions also will permit responsible persons, knowledgeable in <br /> <br />reservoir operation but unfamiliar with the conditions at a particular <br /> <br />dam, to operate the dam and reservoir during emergency situations and at <br /> <br />such other times when the regular operator cannot perform his/her normal <br /> <br />duties. <br /> <br />The SOP is prepared primarily for the use of the person or persons <br /> <br />(dam tenders) located at or nearest to the dam and their immediate <br /> <br />Supervisors who are assigned the responsibility for the physical opera- <br /> <br />tion and maintenance (O&M) of the dam. This SOP CONTAINS, AS A MINIMUM, <br /> <br />ALL INFORMATION AND INSTRUCTIONS NECESSARY FOR THE DAM TENDERS TO <br /> <br />PERFORM THEIR DUTIES. Operating procedures shall not deviate from those <br /> <br />stated in the SOP without appropriate authorization. The SOP shall be <br /> <br />reviewed and updated periodically by qualified regional office <br /> <br />personnel. <br /> <br />ii <br />
