In February of each year the Commission shall adopt <br />a budget for theensuil1gfiseal year beginning July first.. <br /> <br />Such' budgetshallsetforth the total cost of mainte- <br />nance and operation of gaging stations, ofevapora:tion <br />stations; thecostof~ngineeriIl.g and clerical aid, and. al: <br />othei' n~cessaryexpenses excepting the sahiries and per- <br />son~tl expenses of the Rio Grande' Compact Commissiol:ters. <br /> <br />Contributions made directly by the United States and <br />thecpst of services rendered by the United States without <br />cost shall be deducted from the total budget amount; the <br />remainder shall then be allocated equally to Colorado, <br />New Mexico,. and 'I'exas. <br /> <br />. . <br />Expenditures made directly by . any State for pur- <br />poses set forth in the budget shall be credited to that <br />State; contributions in cash or in services by any State <br />under a cooperative agreement with any Federal agency <br />shall be credited to sl.l.ch state, but the amount of the Fed- <br />eral contribution shall not so be credited ; in event any <br />State, through contractual relationships, causes work to <br />be done in the interest of the Commission, such State shall <br />be credited with the cost thereof, unless such cost is borne <br />by the United States. <br /> <br />The secretary shall present to each participating state <br />through the Commissioner of such State, a certified state- <br />ment of one-third of the cost of his salary, traveling ex- <br />pense, the expen'se incident to the maintenance of the of- <br />fices of the Commission, and each Commissioner shall ar- <br />range for the prompt payment thereof by the appropriate <br />agency of his state. <br /> <br />The Commissioner of each state shall report at the <br /> <br />19 <br />
