STEVENSON <br />Governor of the State of Texas <br /> <br />.!,";; <br /> <br />Sirs: <br /> <br />The second annual meeting of the Rio Grande Com- <br />pact Commission was held in Santa Fe, on February 24 <br />and 25, 1941. Two other meetings were held in Denver <br />and Santa Fe during the year. <br /> <br />At the second annual meeting, the Commission re- <br />viewed and adopted as official records of deliveries and <br />releases, which disclosed that Colorado had an accrued <br />debit in its 1940 deliveries at the Colorado-New Mexico <br />State-line of 19,300 acre-feet, and New Mexico an accrued <br />debit of 58,900 acre-feet at San Marcial, and that the an- <br />nual release of water from project storage was 55,500 <br />acre-feet less than normal. <br /> <br />The records of deliveries and releases for 1941 show <br />accl'ued credits to Colorado and New Mexico of 127,000 <br />acre-feet and 49,400 acre-feet, respectively. The accrued <br />departure from normal release from project storage was <br />138,100 acre-feet less than allowed by the Compact. <br /> <br />In January the Commissioner for Texas requested the <br />release of debit water in storage in Colorado and in New <br />Mexico in accordance with Article VIII of the Compact. <br />Due to the small amount of water involved and to the in- <br />accessibility of the reservoirs in Colorado, debit water was <br />not released. About 10,000 acre-feet of water was releas- <br />ed from El Vado reservoir between February 1st and 14th <br />in accord with the obligation of New Mexico. Project <br />storage reached 600,000 acre-feet on February 14th and <br />remained above this amount through April 30th; hence <br />further releases by New Mexico were not required. <br /> <br />Debit water waS: released by Colorado. from two <br />small reservoirs for use in Colorado during August, with- <br />out the prior authorization of the Commission, under the <br />assumption that at the time Colorado's debit of 19,300 <br />acre-feet had been cancelled as a result of unusual runoff. <br />The Commissioners for New Mexico and Texas protested <br />this action under Article VI of the Compact. <br />
