<br />
<br />Winter storage in John Martin Reservoir began at 0001 hr, November 1, 1996, At that time the
<br />reservoir contained 230,535,00 acre-feet distributed as follows, 221,814.42 acre-feet in
<br />agreement accounts and 8,720.58 acre-feet in the permanent recreation pool. Winter storage
<br />ended at 2400 hr, March 31, 1997. During this period 93,089.06 acre-feet was stored. Of this
<br />amount, 58,230.63 acre-feet was stored in the conservation pool and 34,858.43 acre-feet was
<br />stored under the winter storage program in "Article III" accounts, This water was allocated to
<br />various accounts as specified in the Operating Plan adopted by the Compact Administration on
<br />April 14, 1980,

<br />Transfer of conservation storage water to accounts began at 0001 hr, April I, 1997, at a rate of
<br />1,250 cfs. The conservation storage was emptied at 1043 hr, April 30. During the time that
<br />transfer was being accomplished, 9,152.66 acre-feet was stored under summer conditions,
<br />From June 7-July 26 a period of storage accumulated 113,173,17 acre-feet. On July 29-August
<br />2 another 4,157.90 acre-feet was stored, From August 6-September 14 another storage period
<br />yielded 67,767.64 acre-feet. From October 14-31 a total of 16,550.24 acre-feet was stored,
<br />Total summer conservation storage was 210,801.61 acre-feet. This water was all transferred to
<br />accounts except for 4,433.19 acre-feet, which was carried over to the 1998 season as provided
<br />for in the 1980 Operating Plan,
<br />
<br />A new storage account was established in March by resolution between Colorado and Kansas
<br />entitled as the "Offset Account in John Martin Reservoir for Colorado Pumping" (or Offset
<br />Account). Details of the operation of this account may be found in Tables XI and XII and also
<br />on page 4 in the Daily Accounting Records for each month, beginning in March. The reader is
<br />also referred to the report of the Colorado State Engineer concerning accounting of the
<br />operations of the Offset Account in John Martin Reservoir for Colorado Pumping - 1997,
<br />submitted to the Operations Committee under separate cover,
<br />
<br />No separate agreement concerning a method of determining transit losses or credited deliveries
<br />associated with the releases of Kansas account water or for the transfer of 35% of all "Article
<br />III" deliveries to the Transit Loss Account, the Kansas Account, and to the Colorado Water
<br />District 67 ditch accounts was achieved for the 1997 Compact Year by the Colorado and
<br />Kansas officials.

<br />Seven runs to the State of Kansas were made during the year, See Table XI for details,
<br />
<br />The transfer of water into the Transit Loss Account was conducted according to the provisions
<br />of "Article III D" this year. Transfers were first used to fill the Transit Loss Account to the
<br />amount of 1,700 acre-feet. Thereafter all such water in excess of this amount was transferred
<br />to Colorado and Kansas accounts, at a ratio of 24/35 to Colorado and 11/35 to Kansas.
<br />1,644.02 acre-feet was carried forward in the Transit Loss Account to the 1998 Compact year,
