As per the Administration's' <br />insb1Jctions to me at the December 12, 1989 meeting, I am forwarding this to the Administration members <br />for your consideration, It is my understanding that the City and,the Operations Secretary are to consider <br />the Administration's approval to have been granted unless objection is received from either or both States <br />comprising the Administration within a three"week notice period by the Operations Secretary_ Whereas, <br />this letter is expected to reach you by July 7,1997, I will expect any objection to be filed with me by the <br />close of business July 28, 1997, otherwise thereafter I will allow the proposed operation to commence. <br /> <br />Thank you for your consideration oflhis matter. <br /> <br />,,":. <br /> <br />Sincerely, , <br /> <br />A-JlJd <br /> <br />i~te.ven J.
