The title directs the Secretary of the Interior to promulgate <br />"equitable criteria for the coordinated long,range operation of the reser- <br />\'Oirs" on the Colorado River system. The criteria are to be reviewed an- <br />nU3l1y after comments have been received from the seven basin states and <br />from parties with United States contracts affected by the operation of the <br />reservoirs. The Secretary is generally directed to operate the dams to assure <br />lhe availability of water to supply the consumptive uses apportioned by the <br />1912 compact, and he is specifically bound by the following priorities: <br />(I) Water is to be released from Lake Powell for Mexico when neces- <br />s.Jry to satisfy the Upper Ba,in's article III (c) obligation to supply half the <br />.Idiciency arising from the treaty requirement. The bill does not under- <br />lake to define "deficiency" or to determine whether the delivery point is <br />L<-e Ferry or the international boundary. <br />(2) Releases are to be made from Lake Powell to satisfy the Upper <br />llasin'sartide IIl(d) obligation to deliver at Lee Ferry 75 million acre-feet <br />in running periods of ten successive years. <br />(3) After the first rwo priorities are satisfied, carry.over storage in Lake <br />Puwell is permitted as a reserve against future demands for article III(c) <br />and I1I(d) water. Such carry-over storage is limited to the amount neces- <br />ury to protect Upper Basin consumptive uses from impairment by calls <br />under the first rwo priorities. <br />(4) Water not required for storage to protect Upper Basin consumptive <br />uses against article III (c) and III (d) demands is to be released from Lakc <br />Powell as follows: (i) for domestic and agricultural uses under article <br />III (e) of the 1922 compact if active storage in Lake Powell is not less than <br />t1,al in Lake Mead; (ii) to maintain active storage in Lake Mead equal <br />10 that in Lake Powell; (iii) to avoid projected spills from Lakc Powell. <br />The first priority is abolished when, pursuant to the act, the President <br /> <br />" <br />, <br /> <br />"J.
