Calhoun <br />Regional Director <br /> <br />Subject: Biological Assessment of the Potential Effects of a Fall Test Flow From <br />Glen Canyon Dam <br /> <br />The Bureau of Reclamation intends to conduct a fall test flow at maximum powerplant <br />capacity from Glen Canyon Dam (Test Flow) in October 1997, This Test Flow will <br />increase understanding of the response of the resource to high flows, In particular, <br />knowledge of sediment transport and deposition through Glen and Grand Canyons at a <br />moderately high flow will also be increased, allowing improved sediment management. <br /> <br />National Environmental Policy Act (NEPA) compliance is required prior to releasing the <br />Test Flow, Your biological opinion on the effects of the Test Flow on endangered <br />species is necessary for Reclamation to complete the NEPA document. Attached is a <br />Biological Assessment of potential effects to endangered species within the area <br />influenced by the proposed test flow, We have determined the proposed Test Flow will <br />have no affect on the endangered razorback sucker (Xyrauchen texanus), <br />southwestern willow flycatcher (Empidonax 1r.aiIii extimus), bald eagle (Haliaeetus <br />leucocephalull), or peregrine falcon (~peregrinull), We have also determined the <br />proposed action may affect, the humpback chub (.Gila cypha), and may affect the <br />Kanab ambersnail (Oxyloma haydeni kanabensis), <br /> <br />We request you review this biological assessment and provide us with a draft <br />biological opinion by close of business October 16, 1997, which could be finalized prior <br />to implementing the test flow, We recognize the additional burden this request for a <br />very compressed time frame places on your staff, and appreciate your efforts to <br />expedite the process, Reclamation is committed to completing NEPA compliance and <br />conducting the test flow as recommended by the Adaptive Management Workgoup this <br /> <br />I <br />I <br />I <br />I <br />I <br />~ <br />~ <br />~ <br />, <br />,~ <br />;-" <br />~ <br />M <br /> <br />.. <br /> <br />~ <br />,. <br /> <br />I <br />~ <br />~ <br />h~ <br />.~ <br /> <br />-. <br />" <br />,; <br />,~: <br /> <br />~ <br /> <br />~; <br />(<*f, <br />!t~:, <br /> <br />~~" <br /> <br />~ <br /> <br />f~1 <br />;..,:-~: <br />'0 <br />, <br />~;' . <br />f- <br />
