The report consists of two vol- <br />umes, Part I - Text, and Part II - Appendix. <br /> <br />In preparing the report we have made full use of <br />information and conclusions contained in various other re- <br />ports and memoranda which we have prepared for you. We <br />have also used pertinent conclusions from the reports pre- <br />pared for you by the firm of Alvord, Burdick 8. Howson, and <br />by Sidney T. Harding, Consulting Engineer. <br /> <br />As stated in the report, no water study for a grow- <br />ing metropolis is ever really completed. Conditions are <br />in a continual state of flux. Population trends change and can <br />be materially affected by unforeseen events. Water supplies <br />available under a given group of water rights change as the <br />Sources from which the supplies are derived fluctuate from <br />period to period because of the vagaries of nature. Many <br />other factors are involved in the operation of an extensive <br />system such as Denver will have after the works under COn- <br />struction and those to be constructed under the present pro- <br />gram have been completed and placed in operation. Con- <br />siderable time has therefore been required to investigate and <br />coordinate insofar as possible the many factors involved in <br />the various phases of the problem. <br /> <br />iii <br />
