<br />12 <br /> <br />PURPOSE OF RESERVOIRS <br /> <br />sideration the variaus elements outlined above. Many operational <br />studies were made in connection with the Blue River system in <br />coordination with the Moffat Tunnel system and the South Platte <br />system in order to provide background for the exercising of judg- <br />ment in respect to such major matters as the estimation of the <br />amount of regulatory and holdover reservoir capacity required, <br />This involves also consideration of the amount of reserve water <br />in terms of mean annual requirements that should be in storage <br />at the time of maximum reservoir drawdown during a period of <br />deficient water supply. The desirable amount of reserve is re- <br />lated, in turn, to the vagaries of nature and possible accident to <br />key raw water facilities, <br /> <br />In connection with the reservoir studies the economics of <br />increasing the capacity of the existing Gross Reservoir were de- <br />termined. The storage capacity that should be provided at Dillon <br />for the regulation of Blue River supplies was studied, with par- <br />ticular emphasis on the amount of storage that should be created <br />in its first stage of development. An appraisal was also made of <br />the reservoir potential which exists at the Two Forks site on the <br />South Platte and its role in the over-all water supply picture. <br />
