"'/0. <br />~r",',y,~\- <br /> <br />Gr:NERAL <br /> <br />5 <br /> <br />brought through Moffot Tunnel was diverted to Clear Creek and <br />thence ta the South Platte for exchange of water for storage in <br />Cheesman and Eleven Mile reservoirs, or for exchange for direct <br />diversion at Intake, <br /> <br />The Fraser River system has gradually been improved by <br />the extension of the callection system, Gross Reservoir was con- <br />structed in 1955 to a capacity of 42,000 acre-feet, which has <br />permitted the use of a larger amount of Fraser River water directly <br />by Denver. <br /> <br />The City has derived some domestic water supplies from <br />the Jones Pass or Williams Fork diversion, which was constructed <br />in 1936-38 by the Department of Parks and Improvements, This <br />project was constructed to provide dilution water for the South <br />Platte water below the outfall of a primary sewage disposal plant <br />which was being constructed at that time. The plan contemplated <br />that secondary treatment of the sewage could be delayed because <br />of the provision of the di lution water, Certain features of the <br />project, notably a regulatory reservoir on Clear Creek, never were <br />built; hence the project has had little use for its originally in- <br />tended purpose. Greater use has been found for general municipal <br />purposes by bringing the water over into Clear Creek and ex- <br />changing it for South Platte water which has been stored in <br />Cheesman Reservoir or Eleven Mile Reservoir, or used directly <br />at Intake. <br /> <br />As a part of the over-all plan of diverting water from the <br />Colorado River basin, the City for many years has worked on plans <br />for bringing water from the headwaters of the Blue River, The City <br />commenced physical construction on what is now known as the <br />Harold D, Roberts Tunnel in 1946, In October 1955 a decree was <br />entered by the United States District Court for the District of <br />Colorado in the Consolidated Cases Civil No. 2782, 5016, and <br />5017, which recognized the right of Denver to bring water from <br />the Blue River under certain conditions, This decree also recog- <br />nized various other decrees of the City, including that for the <br />Williams Fork Reservoir, the completion of the Williams Fork <br />diversion project, and completion of the Fraser River system, <br /> <br />The works included in the present construction program, <br />
