f

('.l
:0
C-)
....--4

. .

of removing highly saline water from the Colorado River basin could be

substantial.

(._:
(. ~'

The seven Colorado River basin states will need to review their

existing water laws for such a project to be possible. One reason this analysis

has been delayed in the past is because no viable means of transporting coal

and/or water containing high amounts of dissolved solids has been available.

Now with a market for U.S. coal emerging in the Pacific Rim countries of Japan,

Korea, and Taiwan for lO to 20 million tons of coal per year by 1990, a pipeline

transport of Colorado coal seems feasible. Since the number of coal capsules can

be varied from time to time, this particular concept allows for the gradual

buildup of coal shipments and for market fluctuations in the future. Also, it

avoids problems associated with coal/saline water slurries that have not been

resolved to date.

The

problems of the saline water leaching undesirable

minerals out of the coal during transport (and thus adding to water disposal

problems) and saline materials being added to the coal which cannot be entirely

removed before burning thus causing corrosion, slagging, and fouling during the

combustion process, are resolved with this process.

Research is continuing within W. R. Grace & Co., and with outside

consultants. The financing of the pipeline is being discussed with Lazard Freres

and Co. of New York. We will prepare two slide/tape presentations, 1) on the

technical aspects of the concept and 2) on the financial aspects.

Prepared by Ira E.
