<br />. <br /> <br />- --- .- - - <br /> <br />Committee on April 25th. <br /> <br />Included in the Board folder is a letter from the Defenders of Wildlife urging Reclamation <br />to take the necessary steps to stop the water surface elevation of Lake Mead from rising and <br />imperiling the Southwestern Willow Flycatcher that bas began to nest in the willows along the banks <br />of the lake. The letter is quite lengthy and resounds with legalese. The apparent precipitant for this <br />action was Mr. Johnson's letter to Ms. Nancy Kaufman, also included in the Board folder, clarifying <br />the discretionary options available to the Secretary, as water master of the River, relative to <br />controlling the water levels in Lake Mead and Lake Powell. <br /> <br />The seven Basin states have agreed to jointly prepare a letter to Secretary of the Interior, <br />Bruce Babbitt, supporting Mr. Robert Johnson's position that Reclamation bas limited discretionary <br />authority regarding the operation of Lake Mead, and to urge the Secretary to proceed with caution <br />on this issue. <br /> <br />The Spring tour scheduled for April 28-30, is in the final planning stage. Approximately 80 <br />participants are expected. <br /> <br />Lower Colorado Water S\Ul1)\y Proiect <br /> <br />Last month the Board discussed the City of Needles request to sell I 0 af of surplus Colorado <br />River water to River Associates for domestic use. A question was raised concerning the place of use <br />of that water and the ability of Needles to sell water to River Associates under its surplus water <br />contract. <br /> <br />Mr. Noble has researched the subject and bas infonned me that based upon his limited <br />research that such a sale might be acceptable provided that I) River Associates priority for use of <br />water comes after all other current surplus contractors, 2) River Associates, by virtue of this <br />agreement, would not be placed in any better position of priority to receive Lower Colorado Wa~ <br />Supply Project water than it currently has, and 3) the agreement would terminate once Lower <br />Colorado Water Supply Project water becomes available. This topic will be further discussed at the <br />Board meeting. <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon Dam Environmental Studies <br /> <br />You will recall that the Glen Canyon Adaptive Management Work Group (AMWG) bas been <br />designated a Federal Advisory Committee by the Secretary of the Interior. The AMWG charter <br />provides each state with one representative. With the Board's approval, I am recommending that <br />I represent California on the AMWG with Mr. Worthley designated as the alternate member. <br /> <br />6 <br />
