Gun :IS

.

.

RECEIVED
APR 2 1 1997

EXECUTIVE DIRECTOR'S MONTHLY REPORT
TO TIlE
COLORADO RIVER BOARD OF CALIFORNIA

Colorado Waler
Conservation Board

April15,l997

ADMINISTRATION

Board Membership

Included in the Board folder is a copy of an announcement by Governor Wilson, dated
March 20, 1997, appointing Mr. Ralph M. Menvielle to the Board as an Alternate Member for the
lmperiallrrigation District. Mr. Menvielle is the owner and operator of his own company.

SB 206. Colorado River Board: Office

Last month the Board discussed state Senator Ayala's proposed legislation which would
allow the Board to determine where it wished to maintain its office. Included in the Board folder
is a copy of the amendment approved by the Board and forwarded to Senator Ayala.

Municinal Caucus of the National Water Resources Association

Also included in the Board folder is a copy of a letter I received from Ms. Marion Ashley
inviting the Board to join the Municipal Caucus of the National Water Resources Association. The
1997 annual fee is quite nominal, i.e., $350; however, I would like the sense of the Board if it thinks
participation in this organization would serve some useful purpose.

Fiscal Year 1997-98 Bud~et

Both the state Assembly and Senate have set budget hearings on the Colorado River Board's
fiscal year 1997-98 Budget. In the Senate, Subcommittee #2 on Resources, Environmental
Protection, Judiciary & Transportation has scheduled the hearing on Thursday, April 17, 1997. In
the Assembly, the hearing before the Resources Subcommittee has been scheduled on Tuesday, April
29, 1997. At this time, I am not aware of any issues associated with the Board's Budget in the
Senate; however, in the Assembly I have been requested to be prepared to discuss the Board's work
plan to satisfy Secretary Babbitt's call for California to have a plan showing how it intends to live
within its 4.4 mar apportionment from the Colorado River, when required to do so, without placing
undue risk on others.
