Irrigation Water Salvage Issues in the Grand Valley

This report addresses water salvage issues specific to the Grand Valley,
including available estimates of water potentially produced by efficiency changes. At
this point the staff has not attempted its own quantification of those potentials.
However, a detailed quantification may need to be conducted to determine the
quantity of salvage water, if any, before the difficult legal and policy issues are
resolved.

Recommendations

The staff requests guidance from the Board on the following issues:

1. Do the studies meet the Board's objectives in directing staff to prepare
two separare reports?

2. Which of the studies should be prepared for submittal to the General
Assembly, considering the January 1 submittal requirement in the
legislation?

3. What public comment procedure, if any, should be initiated for either
study?

SM/EIJ/dbr
drOO74.me:m

2
