Thereupon, the certification of adoption <br />at the end of each set of minutes was executed by Mr. Cooley and Mr. <br />Idler. <br />Mr. Cooley then requested that the Administration return to the <br />report of the Operations Committee. Mr. Cooley suggested that a <br />sentence be added to the Operations Committee report which <br />referenced Table IX in Mr. Jesse's November 12, 1982, report on the <br />operation of John Martin Reservoir. Discussion ensued during which it <br />was concluded that Mr. Jesse would draft a brief sentence for the <br />Administration's consideration later in the meeting. <br />Mr. Cooley then came back to agenda item 12.b, tbe budget for FY <br />I 983. 19B4. Mr. McDonald moved, seconded by Mr. Gibson, thai Ihe <br />previously approved budget for the cooperative agreement between Ihe <br />Administration and the U.S. Geological Survey for the maintenance <br />and operation of gaging stations be reduced from $15,000 to $12,000 and <br />the subtotals and totals adjusted accordingly. After brief discussion, <br />the motion was passed upon the affirmative vote of both states. Mr. <br />McDonald then moved, seconded by Mr. Gibson, that the previously <br />approved budget for the Operations Secretary be increased from $5,000 <br />to $6,100 and the subtotals and totals adjusted accordingly. There being <br />no discussion, the motion was passed upon the affirmative vote of both <br />states. Mr. Cooley then asked that the amended budget for FY 1983- <br />1984 be retyped and included in the record (see Attachment Fl. <br />Mr. Cooley called the Administration's attention to the proposed <br />budget for FY 1984-1985. Mr. McDonald requested that the amount <br />budgeted for the Operations Secretary be increased from $5,000 to <br />$6,100. With respect to the cooperative agreement between the <br />Administration and the U.s. Geological Survey for the maintenance <br />and operation of gaging stations, discussion ensued concerning the <br />necessity of having supplemental measurements taken at both <br />Colorado and Kansas gaging stations. II was ultimately decided that <br />the amount for the cooperative agreement should be decreased from <br />$16,500 to $12,000. Finally, Mr. Idler suggested that the amount for the <br />annual audit of the Administration's financial records be increased <br />from $300 to $350. Subject to the changes identified above, Mr. Olomon <br />moved, seconded by Mr. McDonald, the adoption of the budget for FY <br />1984-1985. Mr. Cooley directed that the approved budget be included in <br />the record (see attachment GJ. <br />With respect to agenda item 13, Mr. Cooley called upon Mr. Duane <br />Hellon, consulting engineer to tbe Highland and Ninemile Canal <br />Companies, to present a proposal on their behalf for the storage of <br />winter water in John Martin Reservoir. Mr. Helton indicated that while <br />the companies had forwarded their request to Mr. McDonald for <br />consideration, they were not asking the Administration to act on their <br />request at this time due to the fact that some additional information <br />was needed. Mr. Helton briefly explained what it was the companies <br />would seek to do and asked that the Administration consider the <br />companies' request at a later date. At the conclusion of Mr. Helton's <br />comments, Mr. McDonald acknowledged that a request had been <br />forwarded to him by the companies and stated that Colorado would <br /> <br />43 <br />
