JOHNSON <br />Before the <br />JOINT CONFERENCE OF INTER-AGENCY C0100ITTEES <br /> <br />Boulder, Colorado <br />August 19, 1960 <br /> <br />Colorado is pleased and honored to be the locale of this <br /> <br />historic and significant Inter-agency Conference on resource <br /> <br />development. And I deem it a privilege to speak for Colorado <br /> <br /> <br />and to explore with you the role of Congress and the White House <br /> <br /> <br />in the field of development of water and related land resources. <br /> <br /> <br />It is not an accident that this conference has coupled land and <br /> <br /> <br />water in its study. One without the other equals zero insofar <br /> <br />as plant and animal life are concerned. <br />As our population increases fantastically, we realize more <br /> <br />and more that every drop of water which falls from the heavens <br />above must be conserved by hungry and thirsty mankind and put to <br />beneficial use on the land. Devastating floods that sweep all <br /> <br />before them must be harnessed and pressed into man's service if <br /> <br />he is to survive. <br /> <br />Americas variable, unbelievably erratic, destructive and <br /> <br />unpredictable river - the Colorado - is being brought gradually <br />under a long range plan of full and complete control. Such an <br /> <br />inevitable sequence must be organized for every stream, large <br />and small, in our country. <br /> <br />These then are the broad objectives we face nationally and <br /> <br />time is wasting. V!e must shake our lethargic complacency and <br /> <br />move forward with fixed determination to meet the deadly chal- <br /> <br />lenge of our day with a clear vision of its magnitude and its <br />
