Monitoring and Evaluation (M&E) <br />objectives of the Monitoring and Evaluation are: <br />1. To quantify through a data gathering and evaluation activity <br />the salt load reduction attributable to improved irrigation water <br />management. <br /> <br />2. To provide farmers with improved technical assistance for <br />achieving irrigation water management. <br /> <br />3. To evaluate changes in wetland and wildlife habitat resulting <br />from improved irrigation systems and irrigation water management. <br /> <br />4. To determine local economic impacts of this salinity project. <br /> <br />5. To determine changes that should be made in the project to <br />achieve salinity control objectives. <br /> <br />The M&E program, to be implemented on representative farms and crops in the <br />area, will monitor surface inflow, precipitation and surface out flow to <br />determine the amount of water that infiltrates into the soil. Weather data <br />will be evaluated to estimate evapotranspiration (ET) requirements of the <br />crops. The difference between infiltration and ET will reflect deep <br />percolation. Salt load reduction attributed to irrigation water management <br />,will be based on reduced deep percolation. Soil moisture will be monitored <br />,_, ',to assess the uniformity with which irrigation water is applied and to <br />B~1 check the validity of applying ET evaluation across the priority area. <br />",,,, Also, wetland and wildlife habitat will be monitored to establish baseline <br />implementation, and to assess the effect of the VOluntary program for <br />replacement of wildlife values foregone. Initial M&E began FY 1991. <br /> <br />F. Coordination <br />1. Local Coordination Group: (LCG) <br />Local coordination groups have been organized both in Delta and <br />Montrose counties with a supportive role in the salinity program. <br />The groups will keep all agencies and others" abreast of what is <br />being accomplished in the salinity program within respective <br />counties. One meeting a year will be devoted to . <br />evaluating/assessing the previous year's accomplishments and <br />setting goals, budgets and priorities for the coming five years <br />concerning the on-farm program. The LCG will meet quarterly the <br />week before the LSCC meets. <br /> <br />(:'~~~:7 <br /> <br />2. Local Salinity Coordinating Committee: (LSCC) <br />The local salinity coordinating committee has been organized by <br />combining the two local coordination groups and all other <br />agencies and others.involved in overall salinity program. This <br />committee will meet to consolidate the LCG's activities and <br />reports concerning the overall function of the Lower Gunnison <br />Salinity Program.
