<br />. <br /> <br />. <br /> <br />~ <br />C) more certain water supply, These administrative incentives can carry <br />~ financial benefit and can be used in combination with other purely <br />~ financial incentives, Examination of regulatory and utility policies <br />and attitudes indicates that the most acceptable incentive which is <br />also likely to be implemented would be a combination of federal capital <br />cost subsidy in conjunction with a state agreement to ease the siting <br />or permitting process burden or to guarantee a sufficient supply of <br />low quality water in a water-short area. <br /> <br />Using a typical electric power plant as an example, the current <br />$450,000 mg/1 damage value, existing discount rates, and best available <br />cost data in a WPRS cost-effectiveness formula indicates that this set <br />of incentives would provide cost-effective salinity control and also <br />provide a beneficial use of the water resource. <br /> <br />10 <br />
