<br />. <br /> <br />. <br /> <br />r..,) <br />~ <br />N <br />QO <br /> <br />and on the water requirements of energy development, and draws upon DRI <br />familiarity with the ongoing salinity control program and the research <br />needs thereof. <br /> <br />The earliest study was responsive to action outlined by the <br />first plan of implEimentation for salinity control presented by the Colo- <br />rado River Basin Salinity Control Forum, 7 The described activity was to <br />"identify and evaluate state water resources management programs and as- <br />sess them for the purpose of identifying where they can be redirected <br />toward salinity control policy." State and Local Management Actions to <br />Reduce Colorado River Salinity8 identified 12 actions which could be <br />taken by some or all of the seven states without changing existing leg- <br />islation. Most of the actions involved better agricultural irrigation <br />practices and land use controls. These actions have been implemented <br />by the states wherever possible.9 <br /> <br />A succeeding study recognized the fact that management actions <br />restricting salt loading from ongoing uses would not sufficiently sup- <br />plement the structural actions provided for by federal legislation (P.L. <br />93-320). Reuse of water, particularly of low quality water, was exam- <br />ined in Overcoming Legal and Institutional Barriers to Planned Reuse of <br />Water in the Colorado River Basin.lO While many existing barriers could <br />be overcome with legislative or management action, reuse of low quality <br />water leads to often prohibitive incremental costs for the user. <br /> <br />Providing complementary data to these specific Colorado River <br />Basin studies, Water and Energy in Colorado's Futurell focuses on the <br />water needs for projected energy development in Colorado.
