Udall, Chairman <br />Committee on Interior and Insular Affairs <br />United States House of Representatives <br />Washington, D.C. 20515 <br /> <br />Re: H.R. 3408 <br /> <br />Dear Chairman Udall: <br /> <br />I am writing regarding H.R. 3408, which bill was reported out of the <br />Subcommittee on Water and Power on July 14, 1988. <br /> <br />Section 2(a) of the reported bill would, for the sole benefit of the <br />Central Utah Project, circumvent the present apportionment of the <br />Colorado River Storage Proj ect power revenues (divi ded among the <br />four Upper Colorado Ri ver Basi n states) ca 11 ed for by Secti on 5 (e) <br />of the Colorado River Storage Project (CRSP) Act of 1956. Colorado <br />is strongly opposed to this aspect of the bill. <br /> <br />The Bill will not be acceptable to Colorado unless it is amended to <br />provide benefits to the State of Colorado which are equivalent to <br />those proposed to be received by the Central Utah Project. To <br />achieve this, Colorado should also be able to use CRSP' power <br />revenues for: <br /> <br />(1) The retirement of debt incurred for the non-federal <br />financing of Colorado water projects, and <br /> <br />(2) Such fish and wildlife mitigation and recreational <br />enhancement measure associated with Colorado's CRSP <br />participating projects and the Aspinall Unit as Colorado <br />deems appropriate. <br /> <br /> <br />Roy Romer <br />Governor- <br />
