August Z6, 1988, Board Meeting-- <br />Central Utah project legislation <br /> <br />References <br /> <br />Please find enclosed my July 25 letter to the delegation <br />and Governor Romer's August Z letter to Congressman Udall. <br /> <br />Status of Leqislation <br /> <br />Due to opposition from every quarter and both sides of the <br />aisle, the only thing which Utah was able to get out of the <br />House Interior and Insular Affairs Committee on August 10 was <br />an increase in the CRSP ceiling in an amount sufficient to <br />enable construction to proceed through FY 1990 on the M&I <br />features of the Bonneville Unit, Central Utah Project. Fish <br />and wildlife mitigation measures were limited to those already <br />scheduled by the Bureau of Reclamation pursuant to section 8 <br />of the 1956 CRSP Act. Since this drastically reduced bill did <br />not alter the manner in which power revenues are used and did <br />not alter section 8 fish and wildlife mitigation measures, I <br />advised our delegation that it was acceptable to us. <br /> <br />It is my understanding that the Utah senators will now <br />seek to run the same bill in the Senate as the House Committee <br />has reported out. I have advised our senators that I have no <br />Objections to this. <br /> <br />.' <br /> <br />Status of Neqotiations <br /> <br />Congressman Udall has made it clear that he will not <br />entertain a bill of the scope originally proposed by the <br />Central Utah Water Conservancy District until CRSP power <br />customers, the Upper Division states, and environmental <br />interests have had an opportunity to try to negotiate a <br />consensus bill. In turn. the Central Utah Water Conservancy <br />District now takes the position that this must be done by <br />mid-January, 1989.
