C815 ---

FRYINGPAN,ARKANSAS PROJECT, COLORADO

27

auont in direct conflict to netions that have been taken by the Con-
gress during. recent. mont.hs fiS well ns Ill! of .t,he years in which the
Congress hils-legislatively tried to reduce agricuHui'lll surpluses.
Tllere are presently iu the soil bank in the Stnte of Colorado
1,299.881 acres wbile throughout the entire Nation there tlfe under
similar COil trnets roughly 22 million ltcres. A very high pen'en tage
of these ncres Imve been seeded to a!f"lfa und other hay crops, nnd
fl1.rmers who hl1ve contracts for t.hese acres nr€', not permitted toO either
cut hay or graze this In,nd. In other words, it hus been necessary to
tnke 4,707 farms in Co\omdo nnd 303,413 flltms througllout the
Nat,ion Ollt of production at a total cost to the taxpayer of
$337.986,884. This is the amount of money th"t is paid to partici-
pating fllrmers for not harvesting any agricultural eommodit.y or
cutting hay (nlfalfa) on these aeres. It is ruther ohvlous thnt the
authorization of this project costing $170 million in order to increa~e
tbl;' produdion of hay is in direct conflict with the soil bank contract
(oxpcnditurcs.
Figures indicate an increased production of over 2 miUion bushcls
of small grains per yell!'. Here, nga.in, we see tbe same kina .of direct
conflict. Figures l'eleusecl1y the Depart.ment of Agriculture on June
1,1961, indicate. thnt, (,ho Slatc of Columdo Lad a sign lip to comply
\,..it.h t.lll~ lll'-wly ellllCt.rd fr.l'fI gruin prognLnl whicb would divert. :313,000
u.cres at tIll immediat.e <.:o;:;t of o\'t;'.r $~ million to the taxpayer. For
t.be entire Nation the diverted llcreage amounts t.o over 24 million
aerl~S tit It eos!' of QVP.1' $312 million. Agaiu, we see :1 direct conHict
and a doubling up of expenditures.
The production of sugar beets would be inCrCtlSp.d hy 152,000 tons
Ullllllttlly ut the tnxpiLyers' expense, while as reecnt.ly IlS 1\1[1:'" 17 find
18, the Ab,'Tieultufc Committee held hen rings und hoard testimony
for 2 days from formers who expressed II desire to fltise sl1g~lrbep.ts at
no cost. to the taxpayer if legislation could be e,nl1eted whieh would
only permit them t.o do so. As yet there has been no response to
these req uest.s \",.hich hn ve been prerllJcnt for morc tlllln 20 j'l'urs.
In fnet. these fltrmers have been denied this desire for nil of these
:years heciLuse of existing limit.ntions in the product.ioll of sugarbeets.
Let us look Lriefty a.t t.he livestock sit.unt.ion, and it is of interest
t.o note t.hat the project will substantially increase the prorluction of
sheep and lambs. Aeeording to a release by the Deportment of
Agriculture on June 11 191)1, it. Las been necessary for tbe Depnrtment
to plll'ebnse 11,.928,000 pounds of lamb Ilt a eost to the taxpayer of
$4,:3:3:3,000 in order to improve lnmb prices to pl'oduc-crs. This cost
represent.s purchases during the short. perioo of time Cronl t.he 27th
of Februarv 1 90I to JlIne 1. 19U1.
In addit.loll1 t.he Deplll'llllent of Agl'ieulture indicates fiS of .June 21,
19(31, t.bat for the 19fjO marketing yellr, in order to bring the average
wool priee up to previously itl1llOllIlcetl levels, it bas heen necessary
for them t.o make payments wltieh nmount to 47.6 percent of the
ret.ll.rlls I,hat. each producer rc<:('i\~~d from t.l1C sale of wool dudng t.lJis
year. The t.otnI cost. of this prugram for the Hl5f1 marketing yent" was
$.53,888,000. There hllVC been like expclldit.ures in other cfLtegories
of livestoek prodllction, most not.ably in the production of tUl'ke.ys
and chickens.
