<br />. <br /> <br />. <br /> <br />. <br /> <br />. .- ~. <br /> <br />..si.':; <br />#, <br /> <br />The planned operation of Ha1fmoon diversion is to divert all the flow in <br />Ha1fmoon Creek, to the maximum diversion capacity of 150 ft3/s, which is in <br />excess of the downstream call on Ha Hmoon Creek or the i nstream mi n i mum <br />flow. <br /> <br />When water is being diverted at Ha1fmoon Creek diversion, the flow from <br />Sugar loaf Dam will be regulated to allow the maximum diversion at Ha1fmoon <br />Creek: The diverted flow will pass through Mt. Elbert Powerp1ant and will <br />be released to the Arkansas River via lake Creek. <br /> <br />F. Twin Lakes/Mt. Elbert Conduit <br /> <br />1. General <br /> <br />Twin Lakes/Mt. Elbert Forebay will be operated to maximize <br />power generation. Twin Lakes will always maintain sufficient water in <br />storage to be pumped into Mt. Elbert Forebay to allow one day of generation <br />or provide sufficient space in Twin Lakes to allow the evacuation of the one- <br />day demand from Mt. Elbert Forebay. At no time will the water surface ele- <br />vation in Twin Lakes be less than 9168.7 feet while the powerp1ant is in <br />service. <br /> <br />2. Inflow <br /> <br />Flow through Mt. Elbert Forebay will be supplemented by pumping <br />from Twin Lakes to allow full utilization of Mt. Elbert Pumped-Storage <br />Powerp1ant. Therefore, to reduce pumping costs, as much water as possible <br />will be released from Turquoise Lake and diverted at Ha1fmoon Creek diver- <br />sion into Mt. Elbert Conduit for use at the powerp1ant. <br /> <br />3. Reservoir Operations <br /> <br />During water year 1984, the initial filling of Twin lakes on <br />the new dam will take place. Water behind the old dam and water from <br />Turquoise Lake will fill the reservoir to elevation 9190.0 feet. After a <br />3D-day hold period, the reservoir wi 11 be fi lled to elevation 9200.0 feet <br />(top of active conservation pool) with water released from Turquoise Lake <br />through Mt. Elbert Conduit and be held at a relatively constant elevation <br />throughout water year 1984. <br /> <br />4. Minimum Release <br /> <br />The mi nimum re1 ease from Twi n Lakes is 15 ft3/ s or natural <br />inflow, whichever is less. Table 12 and exhibit 20 show the proposed opera- <br />tion for Twin Lakes/Mt. Elbert Forebay. <br /> <br />25 <br />
