i:Jl;

.

3. Reservoir Operations

The planned operation of Turquoise lake for water year 1984 will
be to draw the reservoir down to allow storage of project imports,
Busk-Ivanhoe imports, and Homestake Project imports. Release from Turquoise
Lake will be made into Mt. Elbert Conduit at a rate to fill Twin Lakes and
then in 1 ate April and May to evacu ate the remai n i ng water necessary to
allOw the imported water to be stored.

The Homestake Project water will be imported to fill their contracted
storage space during April.

The Board of Water Works of Pueblo and High line Canal Company each own one-half
of the Busk-Ivanhoe imports. The High Line Canal Company water will be
stored in Turquoise Lake under contract. The Pueblo water will be bypassed
through Turquoise Lake.

The CF&I Steel Corporation stores all of the native inflow to Turquoise Lake
when they are in priority (maximum of 17,416 acre-feet). Of this, 3 ft3/s
stored from May 15 through September 15, under their California Gulch decree
of not to exceed 738 acre-feet, must be released from Turquoise Lake prior
to November 1.

.

Water released from Turquoi se lake, in excess of ei ther i nstream mi nimum
flow or flow to meet downstream senior rights along Lake Fork Creek and on
the Arkansas River above its confluence with lake Creek, will be diverted
into the Mt. Elbert Conduit. The water will flow through Mt. Elbert
Powerp 1 ant and then be released to the Arkansas Ri ver from Twi n lakes vi a
Lake Creek.

Table 11 and exhibit 19 show the proposed operation of Turquoise lake in
water year 1984.

E. Federal Fish Hatchery and Halfmoon Creek Diversion

The Federal Fish Hatchery near Leadville, Colorado, will be
supplied flow-through project water at a rate of up to 6.7 ft3/s as has been
done in past years. Th i s flow is released from Turquoi se Lake through Mt.
Elbert Conduit to the fish hatchery and then into the Arkansas River. The
flow is later stored, less appropriate transit losses, in Pueblo Reservoir.

.

23
