<br />.?~RGRR UTILITIES RDMIN TEL No.303-695-7491 <br /> <br />Oct 29.92 17:32 No.003 P.02 <br /> <br />. <br /> <br />. ~~~ <br />.- <br /> <br />SOUTH PLATTE WATER RIGHTS MANAGEMENT SYSTEM <br /> <br />The South Platte Water Rights Management system is being designed <br />to assist officials from the colorado State Engineers Office (SED) <br />and water users in the South Platte Basin in managing water rights. <br />The purpose of the project is to improve information flow and <br />communication among water users and with officials in the SED. The <br />project sponsors believe that this cooperative project will improve <br />the water administration process such that it is more responsive to <br />rapidly changing river cond1tions. The net result will be to <br />maximize efficient use of available water supplies. <br /> <br />, I <br /> <br />This project has been funded by a group of 16 entities (see <br />Attachment 1). The basinwide project has been one of the few <br />successful examples not only of cooperation on a metropolitan basis <br />but also at the agricultural/municipal level. <br /> <br />Phase V of the program will begin in January and will conclude in <br />the summer of 1993. To date, the program sponsors have contributed <br />funding as outlined below. <br /> <br />. <br /> <br />Phases I through IV (cash) <br />Phases I through IV (overhead) <br />Phase V (projected) <br />TOTAL <br /> <br />$128,000 <br />50,000 <br />50.000 <br />$228.000 <br /> <br />After 3 years of research, the project is reaching the <br />implementation stage. The project sponsors are seeking funding for <br />Phase VI to complete the database and fully implement the system. <br />The tasks that would be completed in this phase IIlre: <br /> <br />o Acquisition of hardware <br />o Support and maintenance of the hardware <br />o Refine the program design for full-scale implementation <br />o Complete the information system to include the entire South <br />Platte Basin <br />o Develop user access from a wide range uf computers <br /> <br />The total funding request for Phase VI is $340,000. About half of <br />the dollars will be used to purchase of the computer hardware to <br />make the system work. The remainder of the funds would go to <br />complete the software development for the entire ba~in. <br /> <br />The system would work well with the Colorado River Decision support <br />system (CRDSS) currently under consideration and may use some of <br />the same software designed for our project. The design work for <br />our system has been carried out at the Center for Advanced Decision <br />Support for Water and Environmental systems (involving many of the <br />same personnel as have worked on the CRDSS). <br /> <br />. <br /> <br />The project sponsors will also be seeking a $50,000 grant from the <br />Water Management Grants Demonstration Program. A specific proposal <br />will be submitted in the near future. <br />
