Just as we have indicated in the Strategic Plan rhar we will consider NPS <br />plans in determinmg recreation targets. <br /> <br />\Ve can reasonably JS5Ume that all fish species that use the mainstem are affected by <br />operations of the dam. even if we have difficulty precisely quantifying what those effects <br />are. There does not appear to be any disagreement on this point. Clearly there are other <br />factors that affect the species. bur \ve can't separate dam operations and other factors out <br />as we address this RIN. When rhe ad hoc committee has corne across this situation with <br />other [Ns, we have gone by the unspoken rule that if darn operations are a tactor, then it <br />is appropriate to ;).J1S\Ver {he IN through funding from power revenues, and placed the IN <br />in Category A. Since \V~ have the same CJse here, this RIN is appropriate for funding by <br />power revenues. and should be placed into Category A. (Whether power revenues are <br />used for specitic monitoring and/or research projects that address Ihis RIN can be <br />determined as pan of (he GCi\..1RC workplan review.) <br /> <br />There may be some concern rhat determining population viability will be difficult and <br />costly to do. However. this has no beJnng on what category this RIN should be p(Jced <br />in. but should be nddressed at the stage at which GCMRC is developing workplans. <br />When we place RINs into cJregones, we are determining whether or nor they are <br />appropriate to be addressed by GCMRC and whether they are appropriate for funding by <br />power revenues.
