The. 1979 Resolution concerning the operation of John <br />~l Martin Reservoir effected greater beneficial use of stored <br />water in the following ways. <br /> <br />1) It prevented th~ emptying of the reservoir. The <br />amount of time that storage water was available <br />was extended. A more dependable water supply was <br />created. <br /> <br />2) The theoretical emptying of the reservoir occured <br />by transferring water into storage accounts. This <br />rate of transfer should have simulated past water <br />use practices. <br /> <br />3) Colorado ~nd Kansas no longer had to call for <br />storage water simultaneously to prevent one state <br />from draining the re~ervoir. A certain percentage <br />of the stored water was put in each account. It could <br />then be called for use when needed. <br /> <br />4) Downstream users were able to keep a constant head <br />at their ditches by calling for account water to <br />augment river flow. <br />I <br /> <br />\C\~(". <br />;..' <br /> <br />In evaluating the success of the 1979 agreement, an <br />~ examination of past water use practices, especially release <br />demands, became necessary. This was to establish rates for the <br />transfer of conservation pool water into agreement accounts. <br />Averages were completed for each event. If a storage event <br />l-asted longer than a month, a monthly release average was computed <br />instead of one value for the entire event. Average (mean) <br />release values, their standard deviation, the medians and the <br />modes using daily values were also computed. The six years when <br />the reservoir was not drained: 1949, 1950, 1951, 1958, 1960 <br />and 1967 were not included in the analysis. In computing the <br />average release rates, the first and last values of the event <br />were deleted. These-values are usually affected by the time of <br />day that they begin or end and so are not indicative of water <br />demands. <br /> <br />.., <br /> <br />I <br /> <br />/ <br /> <br />
