In shoel, the st.:lte's long-standi.ng growth <br /> <br />policy of prescrvinf, and strengthening agriculture can be measur,J.bly advanced by <br /> <br />~he Narrows Project. <br /> <br />We also. recognize, hOl,ever, that this project will pose some new problems. <br /> <br />In particular, we are mindful that projects such as the Narrows can spur other <br /> <br />land' uses, particularly commercial and residential uses, that have negative impacts <br /> <br />Upon agriculture. The projected two million plus. visitors to Narrows each year <br /> <br />could result in poorly planned, sprawling facilities outside the reservoir area. <br /> <br />In addition, 2n attractive, expansive reservoir such as the Narrows can act as a <br /> <br />powerful magnet attracting major new pressures to the county and region. We anti- <br /> <br />cipate there will be substantial pressures on the Morgan County Commissioners and <br /> <br />Planners as well as the state to entertain large-scale residential, recreational <br /> <br />and commercial activities immediately outside the take area. <br /> <br />The agricultural benefits that we have described of the Narrows Project can <br /> <br />be diminished by these pressures unless the state and Morgan County control land <br /> <br />use around the reservoir area to m:~imize the loss of agricultural lands. The <br /> <br />cOillmercial and residential growth that arises from this project can unfold in a <br /> <br />m2nner that is not antithetical to agriculture but 'it will demand careful, thought- <br /> <br />ful planning that insures a place for agriculture. <br /> <br />To the extent that Horgan County desires assistance from the state, we pledge <br /> <br />technical planning and legal assistance to the County Co~issioners to control <br /> <br />land use arou~d the reservoir and along principal access routes. <br /> <br />In addition to posing challenges such as sensible use around the reservoir <br /> <br />area, the Narrows Project will unquestionably cause some significant undesirable <br /> <br />effects which are irreversible and for which economic compensation will never be <br /> <br />wholly adequate. All persons living '.ithin the take area oblTiously will be affected, <br /> <br />and. change will undeniably bring hardship to some. ~lliny farm producers may find it <br /> <br />difficult -- if not impossible -- to relocate in surroundings which are comparable. <br /> <br />- 8 - <br /> <br />...... <br />
