<br />.tr. <br />~ <br />cr. <br /> <br />c <br />C <br /> <br />ENVIRONMENTAL IMPACT STATEMENT <br /> <br />SUMMARY <br /> <br />,^'::: :.~ <br />'s.l:-) <br /> <br />As with plan 7, the existing natural resources of the lower Gunnison <br />River such as fish, wildlife, and bird habitat; endangered and threatened <br />species; and cultural resources would be protected and improved. The <br />recommendation for wilderness area would also be included. <br /> <br />This plan provides for additional recreation in the same way as the <br />preceding plan, with rafting, three day-use camping sites, and a scenic <br />river overlook. Also, to help meet the need for flatwater recreation, a <br />100 acre site including a small' reservoir developed in a spent gravel pit <br />near Whitewater would be obtained as a day-use recreation area, and <br />boating, fishing, and swimming facilities would be developed. <br /> <br />Plan 9 <br /> <br />Plan 9, designated the municipal and industrial water plan, was <br />included as a candidate plan because it provides for apparent future <br />needs of the project area and the State of Colorado. These needs are <br />somewhat different than those met by plan 3 and would require a larger <br />storage impoundment. <br /> <br />A dam would be constructed at the same site as in plan 3, although <br />it would be higher and would impound a larger reservoir. The dam would <br />be a rolled earth and rockfill structure rising 241 feet above the <br />streambed, with a crest length of 2,300 feet and a crest width of 30 <br />feet. A 4,130-foot-long dike would be required on the north side of the <br />Kannah Creek arm of the reservoir to permit a total capacity of about <br />700,400 acre-feet. A conventional powerplant consisting of 3 units with <br />a total capacity of 36 MW would be situated at the base of the dam. <br /> <br />Construction of the project wo~ld necessitate relocation of the <br />existing Denver and Rio Grande Western Railroad. About 5 miles of the <br />U.S. Highway 50 and a section of an existing irrigation ditch in the <br />vicinity of Kannah Creek would have to be relocated. Also, a bridge <br />across the Gunnison River near Escalante Creek would have to be rebuilt <br />at a higher elevation.. <br /> <br />About 4 miles of powerline'would be constructed from the powerplant <br />to an existing lIS-kilovolt line belonging to Colorado-Ute Electric <br />Association for transmisaion of the power to CRSP. The Department <br />of Energy Western Area Power Administration would be responsible for <br />transmission and marketing of power. <br /> <br />A firm M&I water supply of 21,200 acre-feet would be made available <br />to the Grand Valley area, and an additional 200,000 acre-feet of water <br />would be made available for future use elsewhere within the State of <br />Colorado. <br /> <br />Project recreation facilities would provide for such activities as <br />picnicking, camping, boating, water skiing, and canoeing at Dominguez <br />Reservoir and from rafting facilities developed below the dam. <br /> <br />v <br />
