<br />Concl~sion
<br />
<br />From an economic efficiency ~tand-
<br />point, only five of the twenty project~ ana-
<br />lyzed above warrantcon~ideration for
<br />con~truction. Abandoning the remaining
<br />project~ would avoid irrever~ible commit-
<br />ment~ of furid~ to nonproductive ~ocial in-
<br />. ve~tment~ at a time when federal budget
<br />. deficits are critically high. .
<br />The con~truction. of the~e five unit~, if
<br />current projection~ of thei.r effectivene~~
<br />are borne out, would eventually lower ~alt
<br />di~charge$ by about 400 thousand ton~per
<br />. year. Lower Basin ~alinilY could be ex-
<br />pecled.to faU byabout4Q mg/liter. Thi~..
<br />decrement in ~alinity will provide a no-
<br />ticeable benefit to downstream'user~ or
<br />could off~et the effect~ of up~tream de-
<br />v.elopment. Given the recently lower ~a-
<br />linity level~ of 816 mg/liter in Hi81 at
<br />Imperial Dam and 7S2 mg/liter in. 1985
<br />and the eventual completion of the de-
<br />~alting plant, plu~ this amount of ~alinity
<br />control. the United State~ ~hould hav.e no
<br />problem meeting it~ obligation~ to Mexico
<br />(ba~ed on 879 mg/liter) in the fore~eeable
<br />future.
