Abandoning the remaining <br />project~ would avoid irrever~ible commit- <br />ment~ of furid~ to nonproductive ~ocial in- <br />. ve~tment~ at a time when federal budget <br />. deficits are critically high. . <br />The con~truction. of the~e five unit~, if <br />current projection~ of thei.r effectivene~~ <br />are borne out, would eventually lower ~alt <br />di~charge$ by about 400 thousand ton~per <br />. year. Lower Basin ~alinilY could be ex- <br />pecled.to faU byabout4Q mg/liter. Thi~.. <br />decrement in ~alinity will provide a no- <br />ticeable benefit to downstream'user~ or <br />could off~et the effect~ of up~tream de- <br />v.elopment.
