This is only the <br /> <br />evaporation from the additional area caused by the permanent <br /> <br />pool - when the conservation pool is relatively full, the perm- <br /> <br />anent pool exposed area is only a small part of the total area, <br /> <br />but when the conservation pool is dry, the total area exposed to <br /> <br />evaporation is that of the permanent pool. The reservoir evap- <br /> <br />oration rate was assumed to be seven tenths of the measured U. S. <br /> <br />Weather Bureau Class A pan evaporation. <br /> <br />Several factors make purchase of sufficient water rights <br /> <br />difficult. One is that the Arkansas River is over-appropriated. <br /> <br />That is, there are more rights than the normal riverflow so a <br /> <br />certain supply from a water right cannot be depended upon from <br /> <br />year to year unless it is one Of the very best.
