Heltonl <br /> <br />May 4, 1970 <br /> <br />This presentation is a study of the case history of <br /> <br />attempts to establish a permanen~ recreation pool in John Martin <br /> <br />Reservoir by the State of Colorado. <br /> <br />John Martin Reservoir, located on the Arkansas River <br /> <br />near the community of Las Animas in the southeastern part of the <br /> <br />State, was authorized by the Flood Control Act of 1936 for the <br /> <br />purposes of flood control and conservation of water for irrigation <br /> <br />use. It was constructed by the Corps of Engineers at the expense <br /> <br />of the Federal Government and was operational in 1948. According <br /> <br />to the most recent table the .reservoir capacity at maximum pool <br /> <br />elevation is 619,000 acre-feet of which 348,000 acre-feet is <br /> <br />conservation storage. The storage above the conservation pool is <br /> <br />flood control and released as rapidly as possible at the maximum <br /> <br />rate the channel will carry without property damage. <br /> <br />The operation of the conservation pool is set forth in <br /> <br />the Arkansas River Compact, an agreement between the States of <br /> <br />Kansas and Colorado, approved by their legislatures and by the <br /> <br />lwater Resource Engineer with the Colorado Water Conservation <br />Board. <br />
