<br />SUMMARY <br /> <br />· Management of the Colorado River System reservoirs can and <br />must be improved. <br /> <br />· Criteria used by the Secretary of the Interior in rendering his <br />determinations regarding the Annual Operating Plan for the <br />Colorado River System reservoirs must be refined. <br /> <br />tu <br />o <br />Co : <br />-.1 <br /> <br />· The seven Colorado River Basin states must address interstate <br />water transfers consistent with sound public policy and on a <br />state-to-state basis. <br /> <br />· Water banking on the Colorado River is essential for effective <br />management of the available water resources and must be <br />addressed. <br /> <br />· Implementation of mechanisms whereby up to 1.3 million acre- <br />feet of water can be diverted into the Colorado River Aqueduct <br />per year is desirable to California as well as the other Basin <br />states. <br /> <br />· The risk associated with being able to meet present and future <br />water supply demands within each Colorado River Basin state <br />must be understood, quantified and brought into the discussions <br />among the states and others. <br /> <br />· Maintaining comity and cooperation among the seven Colorado <br />River Basin states and other interests as the issues on the <br />Colorado River are addressed are of the utmost importance. <br />
