<br />INTERSTATE WATER TRANSFERS <br /> <br />· The seven Colorado River Basin states and other <br />appropriate entities should jointly establish the terms, <br />conditions, and mechanisms under which interstate water <br />transfers can occur. <br /> <br />r-:.\ <br />C-J <br />....:; <br />(:') <br /> <br />· Any interstate transfer for water should: <br /> <br />- Be on a state-to-state basis rather than between <br />individual water users. <br /> <br />- Be based on sound public policy and be in the public <br />. <br />Interest. <br /> <br />- Be on a willing seller and a willing buyer basis. <br /> <br />- Recognize third party and environmental impacts and, as <br />appropriate, provide necessary compensation or <br />.. . <br />mitigation. <br /> <br />- Be consistent with the "Law of the River" and protect <br />each state's apportionment and its rights to develop that <br />. <br />apportionment. <br /> <br />- Be a "wet" water transfer and not a "paper" water <br />transfer. <br />
