The use of water, not the water itself, has been <br />apportioned to the states and the Upper and Lower <br />Colorado River Basins by the compacts and Court decrees. <br /> <br />. If one state or Basin cannot use its apportioned water, it is <br />available for use by another state or Basin. <br /> <br />. No right to the continued use of another state's <br />apportioned but unused water can be obtained by the <br />mere use of the water. <br /> <br />.
