Implementation of nonpoint source management plans <br />developed by the states and approved by EPA. <br /> <br />The plan of implementation is designed to control enough salt <br />to maintain the numeric criteria under a long-term mean water <br />supply of 15 million acre-feet per year. It is recognized that <br />the river system is subject to highly variable flows. <br />Consequently, salinity will vary from year to year and may <br />temporarily exceed the adopted numeric criteria in some years and <br />remain well below the criteria in others. The federal regulation <br />provides for such temporary increases above the numeric criteria. <br /> <br />If any increases in salinity above the criteria result from <br />human activities because development projects are completed before <br />control measures are brought on line, temporary increases above the <br />criteria could result. However, these increases will be deemed in <br />conformance with the standards if appropriate salinity control <br />measures are included in the plan. <br /> <br />Increases above the criteria as a result of below normal <br />annual river flows and/or low reservoir storage conditions will <br />also be considered in conformance with the standards, provided that <br />when river flows return to normal and satisfactory reservoir <br />conditions prevail, concentrations will be at or below the criteria <br />level. <br /> <br />Current salinity concentrations at the three criteria stations <br /> <br />are: <br /> <br />Numeric <br />criteria <br />in mg/l <br /> <br />1989 salinity <br />concentration <br />in mg/l* <br /> <br />Below Hoover Dam <br />Below Parker Dam <br />Imperial Dam <br /> <br />723 <br />747 <br />879 <br /> <br />582 <br />594 <br />682 <br /> <br />There is no reason to believe that the numeric criteria will <br />be exceeded during the next three-year review period. Further, <br />because of the long lead time required to conduct salinity studies, <br />complete feasibility reports, authorize, implement, and achieve <br />full impact at lower main stem stations, it is necessary to <br />continue efforts to appropriate funding for the recommended plan <br />of implementation for salinity 'ontrol as set forth in this Review. <br /> <br />*Flow-weighted average annual salinity. <br /> <br />iv <br />
