<br />w <br />~ Introduction <br />CO <br />--J The plan of implementation is designed to maintain the <br />salini ty concentration of the river at or below the numeric <br />cri teria, principally by reducing the. salt contribution to the <br />river from existing sources and minimizing future increases in salt <br />load caused by man's activities. The control measures are selected <br />on the basis of cost-effectiveness, technical feasibility, social <br />and political acceptability, and environmental considerations. The <br />plan, if implemented as shown on Figure 7, will maintain the <br />numeric criteria as defined in Chapter 3. <br /> <br />CHAPTER IV - PLAN OF IMPLEMENTATION - FEDERAL PROGRAMS <br /> <br />The plan of implementation consists of: <br /> <br />1. Completion of the Reclamation, BLM, and USDA salinity <br />control measures shown in Table 4 and Figure 7, to the <br />extent that each unit remains viable and appropriately <br />cost-effective. <br /> <br />2. Imposi tion of effluent limitations, principally under the <br />National Pollutant Discharge Elimination System (NPDES) <br />permit program provided for in Section 402 of the Clean <br />Water Act of 1977, on industrial and municipal <br />discharges, based on the Forum's 1977 policy on salinity <br />control through NPDES permits by implementation of the <br />Forum-recommended "Policy for Implementation of Colorado <br />River Salinity Standards Through the NPDES Permit <br />Program" (Appendix A). <br /> <br />3. Implementation of the Forum-recommended "Policy for Use <br />of Brackish and/or Saline Waters for Industrial Purposes" <br />(Appendix A). <br /> <br />4. Implementation of the Forum-recommended "Policy for <br />Impleme~tation of the Colorado River Salinity Standards <br />Through the NPDES Permit Program for Intercepted Ground <br />Water" (Appendix A). <br /> <br />5. Implementation of the Forum-recommended "Policy for <br />Implementation of the Colorado River Salinity Standards <br />Through the NPDES Permit Program for Fish Hatcheries" <br />(Appendix A). <br /> <br />6. Implementation of nonpoint source management plans <br />developed by the states and Rn~roved by EPA. <br /> <br />23 <br /> <br />J <br />
