O~12H CHAPTER I IN'IRODUCTlON ~ from the Dallas Creek Project. Rates established for the water are $7.50 per acre-foot plus average Uncompahgre Project operation and maintenance charges with certain minimum annual charges and maximum rates of water delivery. Under a contract executed in 1961, the Menoken Water Company, a small domestic water corporation, purchases water during the irri- gation season from the Uncompahgre Project at a rate not to exceed one c.f.s. Project Repayment A total of 15 contracts have been executed between the United States and the Uncompahgre Valley Water Users Association that relate to repayment of project costs. Eight of the contracts cover repayment of the original project costs, subsequent construction costs or rehab- ilitation costs, and the remaining seven contracts are amendatory to the other contracts. ~ The repayment history of the project has been beset with problems, some relating to the nonirrigability of lands originally planned for irrigation development and others caused by the depressed economic conditions of the 1930s. About $2,846,000 of the project costs are currently in a nonreimbursable status due to charge-offs for lands clsssified as permanently unproductive and an additional $157,000 was determined to be nonreimbursable for other reasons. The economic depression of the 1930s caused delinquencies in payments of water user assessments and resulted in partial or full deferment of repayment charges for the years 1932 through 1939. Annual repayment rates have been adjusted several times over the history of the project. The current repayment rate of $93,000 annually is scheduled until 1978 when the annual rate is scheduled to increase to $120,000 annually and continue at that level until 2026. An annual rate of $60,000 is scheduled from 2026 through 2051. The current schedule as shown graphically on the following page includes repayment for future funds to be expended under the presently continuing Rehabilitation and Betterment Program. As of the beginning of fiscal year 1972, the project irrigation water users had paid $2,285,000 of their obligation. An additional $140,000 had been received from contributions and miscellaneous rev- enues and the irrigators' remaining obligation amounted to approximately $7,864,000. For more than 20 years the repayment has been in accordance with contractual obligations. Other ExistinK and Potential Developments ~ There are several other existing and potential developments in the general area that have affected or could affect the Uncompahgre Project and owners of lands within the area. 17
