<br />O~12H <br /> <br />CHAPTER I <br /> <br />IN'IRODUCTlON <br /> <br />~ from the Dallas Creek Project. Rates established for the water are <br />$7.50 per acre-foot plus average Uncompahgre Project operation and <br />maintenance charges with certain minimum annual charges and maximum <br />rates of water delivery. <br /> <br />Under a contract executed in 1961, the Menoken Water Company, <br />a small domestic water corporation, purchases water during the irri- <br />gation season from the Uncompahgre Project at a rate not to exceed <br />one c.f.s. <br /> <br />Project Repayment <br /> <br />A total of 15 contracts have been executed between the United <br />States and the Uncompahgre Valley Water Users Association that relate <br />to repayment of project costs. Eight of the contracts cover repayment <br />of the original project costs, subsequent construction costs or rehab- <br />ilitation costs, and the remaining seven contracts are amendatory to <br />the other contracts. <br /> <br />~ <br /> <br />The repayment history of the project has been beset with problems, <br />some relating to the nonirrigability of lands originally planned for <br />irrigation development and others caused by the depressed economic <br />conditions of the 1930s. About $2,846,000 of the project costs are <br />currently in a nonreimbursable status due to charge-offs for lands <br />clsssified as permanently unproductive and an additional $157,000 <br />was determined to be nonreimbursable for other reasons. <br /> <br />The economic depression of the 1930s caused delinquencies in <br />payments of water user assessments and resulted in partial or full <br />deferment of repayment charges for the years 1932 through 1939. <br />Annual repayment rates have been adjusted several times over the <br />history of the project. The current repayment rate of $93,000 <br />annually is scheduled until 1978 when the annual rate is scheduled <br />to increase to $120,000 annually and continue at that level until <br />2026. An annual rate of $60,000 is scheduled from 2026 through 2051. <br />The current schedule as shown graphically on the following page <br />includes repayment for future funds to be expended under the presently <br />continuing Rehabilitation and Betterment Program. <br /> <br />As of the beginning of fiscal year 1972, the project irrigation <br />water users had paid $2,285,000 of their obligation. An additional <br />$140,000 had been received from contributions and miscellaneous rev- <br />enues and the irrigators' remaining obligation amounted to approximately <br />$7,864,000. For more than 20 years the repayment has been in accordance <br />with contractual obligations. <br /> <br />Other ExistinK and Potential Developments <br /> <br />~ <br /> <br />There are several other existing and potential developments in <br />the general area that have affected or could affect the Uncompahgre <br />Project and owners of lands within the area. <br /> <br />17 <br />
