California, the Boulder Canyon Project <br />Act, the Boulder Canyon Project Adjustment Act, the Colorado River <br />Storage Project Act (as amended), the Colorado River Basin Project Act <br />(as amended), the California Seven Party Agreement, and the Water Treaty <br />of 1944 with the United Mexican States. Furthermore, it is the Forum's <br />position that the implementation and operation of a particular salinity <br />control project, and the associated use of water, will establish no <br />precedents regarding the resolution of any water rights or interstate <br />compact issues associated with other projects. <br /> <br />Consistent with this project-by-project approach, the Forum has <br />discussed the issues associated with the Paradox Valley Unit and believes <br />that these issues can be resolved. As you know, the Upper Colorado <br />Region has met with state officials to clarify the requirements of <br />Colorado water law as they apply to this project. Those state officials <br />have agreed to work with the Bureau in any way possible to bring the <br />project on line at the earliest possible date. We understand that the <br />Bureau is proceeding to comply with those requirements. <br /> <br />As necessary and appropriate, the Forum will continue to discuss <br />the issues that relate to other salinity control projects when further <br />attention from this body is required. <br /> <br />Sincerely, <br /> <br />a~.~~ <br />oreorie L.
